Impact Report 2025–2026

Foundations – What Works Centre for Children & Families is the national What Works Centre for children's social care and family support (registered charity 1188350, formed from the Early Intervention Foundation and What Works for Children's Social Care). Its Impact Report 2025–2026 shows its evidence reaching national policy and the front line: Foundations' work was referenced in 69% of child and family-related national policy documents published between April 2025 and March 2026, and a national Department for Education survey found that 44% of local authorities use its evidence, tools and resources in their day-to-day work. The charity launched eight new impact evaluations in the year, including two full-scale randomised controlled trials of domestic abuse recovery programmes, and its new Evidence into Practice programme is anchored by nine Partner Places, one in each region of England. The report arrives as Foundations has won 10 more years of funding from the Department for Education to continue delivering the What Works Centre for Children & Families.

About

Foundations – What Works Centre for Children & Families generates, synthesises and shares the evidence of what works to improve outcomes for vulnerable children and families, and helps national and local decision makers put that evidence into practice. It was incorporated as a company limited by guarantee in August 2019 and became Foundations on 25 May 2023, bringing together the Early Intervention Foundation and What Works for Children's Social Care. Its priority areas include supporting parenting, domestic abuse, strengthening family networks (including kinship care and family group decision making) and relationships for care-experienced children. In 2025/26 it worked to influence legislation, statutory guidance, inspection frameworks and government programmes, including the Children's Wellbeing and Schools Act and the Department for Education's Children's Social Care National Framework, where the Practice Guides commissioned by the DfE and produced by Foundations are embedded. Its Evidence into Practice programme, launched this year, takes a local, regional and national approach to getting evidence into practice, anchored by nine Partner Places, one in each region of England, each receiving direct funding and hands-on support. Chief Executive: Dr Jo Casebourne. Registered office: Alliance House, 12 Caxton Street, London SW1H 0QS.
